Priority Technologies Designated for Development

To vigorously foster strategic new sectors, speed up the upgrade and renovation of traditional sectors, boost the optimization and upgrade of industries’ structures and transform economic development modes, the Ministry of Industry and Information Technology issued the Guideline for the Development of Industrial Key and Common Technologies (2013) on September 26.
It specifies 261 technologies as development priorities in eight major sectors:
* energy conservation, environmental protection and comprehensive resource utilization (37 items)
* raw materials (54 items)
* equipment manufacture (70 items)
* consumer goods manufacture (36 items)
* electronics manufacture (25 items)
* software and information technology services (18 items)
* communications (13 items) 
* informatization and services (8 items)
Technologies highlighted by the Guideline that are related to the petroleum and chemical industry include:
1. Technologies for series equipment of digital on-line testing of radial tires
2. Polymer reactions
3. Large-scale gasification of coal
4. Utilization of fluorine resources
5. Processing of environment-friendly pesticide formulations (both key and common technologies)
6. High-effect transformation and processing of poor-quality heavy crude oil
7. Wet-process mixing of rubber
8. Utilization of water-based polyurethane resin
9. Production of water-based polyurethane resin
10. Miniaturization of equipment for chemical reactions and chemical separation
11. Large reciprocating labyrinth compressors
12. Production of high-efficiency clean vehicle fuels meeting the National V emission standard
13. Direct polymerization of PP with high melt strength
14. Purification, rectification and utilization of discharge gases in the petrochemical industry
