Final Ruling on Antidumping Case against Toluidine

The Ministry of Commerce of China announces that the nation decides to impose antidumping duties on imported toluidine (HS code: 29214300) originated in the EU, effective June 28, 2013.
On June 29, 2012, the Ministry of Commerce issued a case-filling announcement, deciding to carry out anti-dumping case-filling investigation against imports of toluidine originated in the EU. According to the investigation findings, the Ministry released the preliminary ruling on February 28, 2013, affirming that there was dumping of the toluidine under Investigation and China's domestic industries were substantially damaged, and there was causal relationship between the dumping and the substantive damage.
As a result, the import operators when importing the toluidine originated in the EU, shall pay anti-dumping duties, since June 28, 2013. Rates of anti-dumping duties imposed on companies are as follows:
The EU Companies:
1. LANXESS Deutschland GmbH 19.6%
2. All others 36.9%
Toluidine is used as intermediate for dye, medicine and pesticide, and also for color developer. （CCR2013 No. 6, 2012 No. 13）
